I do not have this bug myself but am very obsessed with being up to date and maintaining the computer so I do have a lot of updates installed many of which are specific hotfixes and compatibility updates alongside the usual Windows updates.
dll loads alongside D3D9.dll but alters the reported DeviceID number from whatever you have to a 7900 NVIDIA card which bypasses the DX10 compatibility D3D9x/DirectX9e or what it's name was Vista and Windows 7 uses though it also means the game will load a NVIDIA specific shader file from the \Data\Shaders folder though should be the high end semi SM3.0 one so no visual fidelity or other issues will happen or be affected from it, maybe some ATI specific optimizations might be lost though the overall performance gains for those affected by this issue will probably make up for it.
